Abide by pollution control norms, SPCB tells road construction agencies

ITANAGAR, Jan 20: The Arunachal Pradesh State Pollution Control Board (APSPCB)  Chairman Techi Tagi Tara today urged upon the  road construction agencies to obtain requisite clearances from  the Board while constructing highway/trans-Arunachal highway in  the state. Failing to abide by the pollution Act and Rules would invite action against the defaulters; Tara said while presiding over the meeting held at Board’s conference hall, Naharlagun today to discuss about the problems caused by air pollution following Highway construction in the Capital Complex in particular and state as a whole. Representatives from the state PWD (Highway), trans-Arunachal Highway and Advanced Landing Grounds (ALGs) construction companies like  T K Engineering Consortium Private Limited, NCC Limited and Sushee IVRCL attended the meeting.

Expressing concern over the hardship faced by the general public due to air pollution during highway construction in Capital Complex, the Board chairman has urged the  construction agencies to sprinkle water on the road from Banderdewa to Hollongi at least twice a day to contain dust emission and air pollution. M/s Sushee IVRCL engaged in construction of Trans-Highway in Sagalee was also asked to follow the same.

The SPCB chairman also urged State PWD (Highway) to procure two water tankers for spraying water to reduce dust emission.

The Pollution Board officers highlighted various provisions of Water (Prevention & Control of Pollution) Act 1974, Air (Prevention & Control of Pollution) Act 1981 and other Environmental laws through Power Point presentation in the meeting. The construction companies agreed to abide by the guidelines to maintain the pristine environment, according to an official release.

 

 

DM prohibits dumping of construction materials, debris

ITANAGAR, Jan 20: Capital Complex Deputy Commissioner cum District Magistrate in an order under section  133 Cr. P.C, has prohibited dumping of debris, construction materials, sand, sangles, pebbles and excavated earth along the highway or in any public place. failing which all such deposits shall be removed at the cost of persons responsible or causing such dumping.  

Meanwhile, the Councilor of Ward No 18 Gora Lotak has demanded the highway authority and capital complex administration to take necessary urgent step to remove all the soils and building materials like sand, boulders etc. that are being dumped alongside of the national highway from Banderdewa to Itanagar.

Dumping of soil alongside of the highway is not only litering the road but also creating problem in smooth flow of traffic as well as pedestrian giving them little room for free movement, the Councilor said.

While expressing his strong resentment over inattentive attitude of both the district magistrate and the highway authority in removing the dumped soil taking action against the erring individuals, the Councilor threatened to launch democratic movement in case the dumped soils were not disposed off immediately.

 

 

Salary of absentee UD employees withheld

ITANAGAR, Jan 20: State government has come down heavily against the absentee state government employees.

Based on a report submitted by flying squad team of Administrative Reform department, Chief Secretary Ramesh Negi has ordered that till justification is received, salary of all the staff and officers of Urban Development and Housing except Chief Engineer, Director (Housing), Joint Director and Deputy Director be withheld for the month of January.  These technical officers have been spared as they are presumed to be on field inspection, the order read.

“Explanation may be sought from each one of the absentee employees and submitted to Chief Secretary Office for releasing salary depending upon the justification,” the order further read.

On Jan 14, a flying squad team from the Department of Administrative Reforms visited the offices of Urban Development and Housing Departments between 10 and 10.30 am.

During the visit, team found that many staff were absent without any reasons. “Seeing us, some of the staff members started calling their friends over phone. Many of them came rushing,” the team reported.

 

 

Governor tells Postal service to improve coverage

ITANAGAR, Jan 20: Governor emphasized that Postal Service in the state must expand its coverage to all the districts and then ADC Headquarters. It must provide quality service and the Speed Post service must be improved. Governor JP Rajkhowa said this when the Chief Postmaster General, North East Circle, Shillong, S.C. Barmma called on him at Raj Bhavan today.

He suggested for use of helicopter service for faster delivery of its goods and services.

In this regard Governor stressed that post of Director, Postal Service at Itanagar, which is lying vacant since long time must be filled at the earliest.

Expressing his appreciation to the Postal Department for starting a Parcel Hub and Postal Bank with postal ATM facilities in the State Capital in the coming days, the Governor advised the Chief Postmaster General (CPMG), North East Circle to keep Arunachal Pradesh in mind for such innovative and extended programmes of the Department. He also advised him to exhort the Postal Officials in the State to take active part in the Swachh Bharat Mission. The Chief Postmaster General informed that Ravi Shankar Prasad, Union Minister for Department of Telecom will be inaugurating the new building of Post Office at Itanagar on Jan 31.

While assuring better service in the future, the CPMG briefed the Governor on ‘Rural Postal Life Insurance scheme in the State and amenities provided by the Department.

He informed that it aims to cover all the Gram Panchayats. The CPMG also informed the Governor the challenges of the department in the State. (PRO to Governor)

 

 

NE employees demand ‘Hard Belt & NE Allowances’

ITANAGAR, Jan 20: The North Eastern Committee (NEC) of the All India State Government Employees’ Federation (AISGEF) in its meeting held recently at Agartala, Tripura had resolved to demand for providing “Hard Belt & NE Allowances” to State Govt. employees of NE States at par with AIS and central cadre bureaucrats.

The meeting presided over by R Muthu Sundaram, Chairman of All India State Government Employees’ Federation (AISGEF), also decided to hold a meeting of North East State Govt. employees during the June/July, 2016 at Guwahati, Assam where the problems and other issues of NE state Govt. employees would be thoroughly discussed apart from preparing policy and programme for their early redressal.

The meeting was held in the sideline of AISGEF Trade Union Class of North East States and mass rally at Agartala, Tripura on Janaury 9 and 10 organized by Tripura Employees’ Coordination Committee (TECC). A four-member delegation from Confederation of Service Associations of Arunachal Pradesh (CoSAAP) led by its Secretary General and NEC member (AISGEF) Gonya Riba attended it.

A mass rally was organized in the front of Rabindra Satabarshiki Bhavan, Agartala on January 10 against the negative approaches of 7th CPC recommendations where large number of state Govt. employees of Tripura participated. Banners and posters were displayed against below expectation recommendation of 7th CPC, atrocity against state Govt. employees and price rise.

During the programme, Tarh Yaku, vice president (CoSAAP) and president, ATA interacted with executive members of Tripura Teachers Association and shared various issue of teaching communities. She even visited few schools run by Tripura Government and interacted with the teachers, students and non-teaching employees of education department.

 Executive Members of various North East State Govt. employees Federation/Union participated the two-day Trade Union Class and Mass Rally.

Further, four-member delegation of CoSAAP is leaving for Warangal, Telengana on January 21 to participate in the National Women Convention and office bearers’ meeting exclusively on 7th Central Pay Commission on January 23 and 24.

 

 

Tourism value estimated for Biological Park

ITANAGAR, Jan 20:  More than 70,000 tourists have visited the Biological Park, Itanagar during 2014-15 and about Rs 24 lakh revenue was earned during that period.  It was revealed when the Department of Environment and Forests, Government of Arunachal Pradesh conducted a research study recently using ‘Travel cost method’ on domestic tourists coming to the park to estimate the annual  tourism recreational value of the park.

According to a research article published in recent issue of ‘e-Review of Tourism Research’, an international journal of Department of parks, recreation and tourism sciences at Texas A & M University of USA, the Biological Park, Itanagar has annual tourism value of Rs 34.70 million which is higher than that of Jim Corbett National Park, Uttrakhand and almost similar to Sunderbans Tiger Reserve of West Bengal.

However, this value is much lower than the tourism value of Kaziranga National Park, Assam; Kanha National Park, M P and Periyar National Park of Kerala state. The current study is of first of its kind conducted on Biological/zoological parks of India whereas some studies are available on National Parks/Tiger Reserves of the country.

According to another significant finding as intimated by Dr Shashi Kumar, PCCF and Principal Secretary, the domestic tourists are enjoying a consumer surplus of Rs 534 per visit, indicating ample scope of enhancing the gate fee and other charges like video/still camera etc for the visitors coming to park. But the department is more inclined towards a kind of environmental subsidy to the local visitors, recognizing the need of spreading the message of environment and wildlife conservation through this spot of ecological and tourism significance.

The people of the state are requested to cooperate with the department in protection and conservation of forests and wildlife.

 

 

NSCN (IM) area commander nabbed

CHANGLANG, Jan 20: Security forces nabbed an area commander of NSCN (IM) from Ngoitong area early Tuesday morning.

Acting on specific intelligence input, the jawans of 14 Assam Rifles under the aegis of 25 sectors cordoned off the general area of Ngoitong and launched search operation which led to apprehension of SS (Lt) Tenyang Kungkho alias “Saka Tutsa”, the area commander of NSCN (IM) from his residence, according to army sources.

A Chinese made  9 mm loaded pistol, 12 bore barrel gun including 6 cartridges and other incriminating documents like village tax collection slips were recovered from his possession.

The apprehended NSCN ultra was handed over to the Changlang Police Station.

A case has been registered against him and further investigation launched, the report added.

LAC not enough, says Association

ITANAGAR, Jan 20: The All Arunachal Pradesh Trans Arunachal Highly Welfare Association in a release today claimed that out of Rs 83 crores compensation claimed between Bopi and Tai in Upper Subansiri, only Rs 5.08 crores has been sent for approval.

The association resolved not to accept the amount which is based on the rate of 2011 notification.

“Authorities have forwarded the list of compensation package to the ministry of road, transport and highway, New Delhi without consent and knowledge of land affected people of Upper Subansiri,” they alleged.

Further they claimed that land acquisition rate of 2011 notified by government of Arunachal Pradesh for payment of compensation under Trans Arunachal Highway Project is inordinately low and not acceptable to land owners.

“2011 rate was not fixed with due recommendation of the Deputy Commissioner of concerned districts under whose district Trans Arunachal Highway project is to be implemented. The rate of 2011 is not valid now as rate has escalated in the last few years and compensation should be paid based on the present market rate,” they continued.

 

 

Moyong concerned at repeated fire in Pasighat, provides Rs 3 lakh to DEMHSS

PASIGHAT, Jan 20: Pasighat MLA Kaling Moyong today sanctioned Rs three lakh to bring the teaching-learning process back in DEM Hr. Sec School, Pasighat that was devastated by a massive fire accident gutting down seven rooms of the school on January 17.

The MLA has expressed concern over repeated fire mishaps reported from various parts of Pasighat. The matter has already been taken up at appropriate level for restructuring of the school on priority, he informed. He also urged the Disaster Management Department to create public awareness on fire precautionary measure to avoid fire mishaps in future.

Moyong sought a detailed report on the unfortunate incident, including the school properties lost and damaged in the inferno. He appreciated fire service for their commendable job in controlling the further spread of fire. He instructed the local administration to extend all required help and assistance to the school.

Granting the amount for immediate procurement of office accessories and furniture and equipments etc, the MLA in his message said sustainable education allows every human being to acquire the knowledge, skills, attitudes and values to shape a sustainable future and therefore teaching learning process should be hampered at any cause.

Referring to last year’s fire accident at Pasighat Gandhi Govt Sec School, he informed that the matter was seriously taken up by him, and the Chief Minister and Education Minister had assured for reconstruction but necessary fund for the purpose is yet to be released. DIPRO

 

 

DC stresses on need for proper planning to ensure affordable healthcare facilities

PASIGHAT, Jan 20:  East Siang DC Isha Khosla stressed on the need for proper planning and strategies to help the general hospital authorities to provide affordable healthcare and advanced treatment facilities to the patients.

She was addressing the 8th governing body meeting of Hospital Management Society (HMS) of Pasighat General Hospital held at Siang Guest House conference hall here on Tuesday. The meeting was attended by the HMS members including ADC Deepak Shinde, JDHS (T&R) Dr. Kabang Lego, DMO Dr. M Perme, MS Dr. YR Darang, ZPC Kaling Dai and Chief Councilor (PMC) Denong Tamuk, doctors, ZPMs and various HoDs.

The DC further stressed the need for regulated power supply for the hospital so that all sophisticated instruments and equipments are operated properly to deliver uninterrupted service to the patients. She also suggested the need to take necessary corrective measures immediately by installation of power transformer and DG set on priority.

Stating that the general body meeting is an integral part of the HMS and efforts have to be made to assess, review, evaluate and suggestions/recommendations in the implementation process for better health care services, the DC further emphasized for infusing work culture amongst the facilitators so that quality service could be realized.

Issues like construction of mortuary at town outskirts, maintenance of OPD, cattle trap, police beat office, maintenance of water supply and electrical maintenance, Biomedical waste management and deep burial pit for human anatomical waste, construction of AYUSH unit, CGI sheet roofing connecting specialist block to passage towards IPD from casualty and proper implementation of all welfare schemes and projects were also discussed on the occasion.

Co-chairman Kaling Dai appealed the house to approve need-based and genuine demands for betterment of the hospital functioning while, Vice-Chairman Dr. Kabang Lego informed that many sophisticated equipments in the hospital could not be operated well due to power fluctuations and urged the house to provide uninterrupted and stabilized power supply to the hospital on priority.

DMO Dr. M Perme, Medical Superintendent Dr. YR Darang, Chief Councilor Denong Tamuk and ZPM Okom Yosung also spoke on the occasion.(DIPRO)

 

 

Scientific Advisory Committee meeting held

ITANAGAR, Jan 20:  Lower Dibang Valley Krishi Vigyan Kendra in collaboration with the Spices Board India convened a scientific advisory committee meeting (SAC) under the chairmanship of District Fishery Development Officer, D Davi at Balek today. The main objective of the meeting was to review progress of the activities and achievements and offering necessary guidance to improve the functioning of Farm Science Centre.

During the meeting, Senior Scientist and KVK Head, Dr. TJ Ramesha highlighted the different activities undertaken by KVK while, Field Officer, Spices Board India, K Kanagadhileepan spoke about the role of the Spices Board.

Officers including DHO, DVO, incharge PD ((DRDA), APO (Agri. and allied DRDA), officers from Oil palm and Spices Board besides, progressive farmers and members from women SHGs attended the meeting.

 

 

CM misusing power: Orgs

ITANAGAR, Jan 20:  The Nyishi Youth Welfare Association (NYWA), Arunachal Pradesh United Youth Organization (APUYO), Arunachal Student Federation (ASF), Save Arunachal Youth Association (SAYA) and Tagin Justice Forum (TJF) have in a joint representation submitted to the state Governor and Chief Secretary today, alleged the CM and his council of ministers of misusing their power.  The organisations appealed to them to initiate strict action against them.

Claiming that the CM and his council of Ministers are staying in a private hotel from where they are allegedly dictating government officers to sign file relating to bill payment and other important matters for their own benefit because of the present political turmoil, the associations have urged the Governor and CS to take appropriate action against them to ensure that constitutional provisions are protected and public funds are not misused.

 

 

 

Capacity building of SHGs

ITANAGAR, Jan 20: State Urban Livelihood Mission (SULM) in collaboration with National Youth Project (NYP) conducted a day-long financial literacy campaign to build capacity of newly formed Self Help Groups (SHGs) members here recently.

NYP signed a MoU with SULM on October 26, 2015 for mobilisation and strengthening of SHGs in Arunachal Pradesh.

In the afternoon, Devendra Arya, Superintendent of Police,  Capital Complex interacted with the participants and asked them to set up micro and medium enterprises in urban area for providing jobs to unemployed.

Ravi Sharma, State Mission Manager (SULM) also spoke on the occassion and detailed about the NULM schemes and its guidelines. Further, he highlighted in detail about Self Employment Programmes (SEP) component of NULM.

HP Biswas provided detailed information of the structures and functioning of the SHGs, ALFs and CLFs under NULM scheme.

 

 

Governor blamed for the state’s political crisis

ITANAGAR, Jan 20: Arunachal Civil Society (ACS) has held the Governor of Arunachal Pradesh solely responsible for the current political crisis in the state.

Whatever has happened to the state politics till date it is due to the ‘selfish planning’ of the Governor, ACS said in press statement.

“Whenever any law and order or financial problem arises in a state, the duty of the Governor is to give the State Government constructive suggestions on how to overcome the situation and normalise it. But, it is very sad to see here that the Governor has not been capable enough to tackle the situation. Rather, the political crisis is deepening further due to his involvement in it,” the release stated.

The ACS also said that the intent of the Governor was to impose President’s Rules.

Accusing the governor of creating conflict among parties, the ACS opined that the present crisis could have been sorted out through his initiative and conducting a round table conference.

 

 

Affirmation and Declaration Day

ITANAGAR, Jan 20: The 2nd Dui Clan Affirmation and Declaration Day & Volleyball Tournament cum Cultural Competition were organized with a four days programme by Dui Welfare Society (DWS) at Kamporijo village from January 15 to 18.

The main attraction of the celebration was Volleyball running Trophy and cultural competitions wherein Ballam emerged champions in Volleyball as well as cultural competition.

On the occasion, winners of Mallo Tarin Academic Excellence awards were also given away to the achievers and meritorious students of class X and XII of 2014 & 2015.

Memento was also presented to Nangbia Chanda by the DWS for making the Society proud by showcasing her talent at national arena through India’s Got Talent. He reached up to the pre-finale round and was adjudged as the only ‘Popping Girl of India’. In absence of Nangbia Chanda, her father Nangbia Tada received the presentation on her behalf.

ITANAGAR, Jan 20:  The All Arunachal Pradesh Elementary Teachers’ Association (AAPETA) has today submitted a 3-point memorandum to the Chief Secretary and urged him to direct the Secretary Education to take immediate steps for early fulfillment of their demands. Their demands include; appointment of TGT and PGT through APPSC, devolution of power to Director Elementary Education as State Project Director (SSA), posting of Deputy Director of Elementary  Education to every  district as HoD of Elementary Education.

 

 

Gambling prohibited

TAWANG, Jan 20: Tawang DC-cum-District Magistrate, Duly Kamduk has issued a prohibitory order today banning all sorts of gambling activities viz. Housie (Tambola), Dice in the district.

Any sort of violation shall entail penal action under Section 4 of the Arunachal Pradesh Gambling Prohibition (Act) 2012 and other relevant laws. The Officers-in-Charge of Police stations have also been directed to ensure absolute enforcement of the order, the order further read. (DIPRO)

 

 

Release pending salaries: Teachers

ITANAGAR, Jan 20:  Claiming that the RMSA teachers working in various parts of the state have not received their salaries for the past seven months, the Arunachal Rashtriya Madhyamik Shiksha Abhiyan Teachers’ Association (ARMSATA) has in a release today appealed to the Secretary Education to release their pending salaries before the end of this month.

The Association further threatened to launch democratic movement in a phased-wise manner in case its demands are not met at the earliest.

Time to introspect

Once considered the most peaceful state these days Arunachal is in news for all the wrong reasons. Incidents of crime especially related to children are growing which is matter of deep concern. School and home, which are believed to be the safest places for children, are becoming unsafe. Many incidents of crime against children are being reported from various schools of Arunachal. In the latest incident, the principal-cum-owner of a private school in Sika Bamin in East Siang district has been accused of forcing young students of his school to watch porn videos and indulge in objectionable physical act.

The parents came to know about incident on January 9th and immediately filed an FIR against alleged accused. In another incident recently a small girl, working as maid was rescued with lot of wound and bruises. She was tortured and forced into child labour with a family in Pasighat. Both the incident painfully reminds us how Arunachal has changed for bad in the last few years. People of state were once known for loving their servants and house maids. Infact many people from neighbouring Assam preferred to work in Arunachal for these very reasons. It is heartening to know that Arunachal Pradesh State Commission for Women is fighting to seek justice for the young victim. Commission has requested the concerned authority not to grant bail to the culprits involved in torture of girl. This step by women commission is really laudable. While law will take its own course of action in both the cases but people of Arunachal also need to introspect. We should not support those persons who indulge in criminal activities. It's time to go beyond clan and tribe.

Provide a calendar to APPSC

Dear Editor,

It seems that the APPSC’s calendar is late by one month or more. Seriously, the Govt Of A.P should provide them one. First week of December has gone past and that of February is approaching but mains result is nowhere.

Much water has flown and our very own APPSC is still dilly-dallying the recruitment process of 2013. And allegations ranging from rejection of a large number of applications to the paper leaking fiasco to delaying the results is still looming. Indeed it’s a trendsetting one breaking every single record so far.

Many forms of democratic weapons were used but to no use of those armours. Rally after rally took out. And even for the very first time, hunger strike was staged which extended up till fast unto death by the aspirants and civil society drawing the attention and support of every citizen, which on the other day used to be cursed by the general public for calling 100’s of unnecessary bandh call and protests by the so called self-styled organisation/associations.  

Having said this, few question arises:

1. What is the status and the report of a fact finding committee which was formed in the aftermath of hunger strike?

2. Since this recruitment is on its process for the third year, were any of the members waiting for their wards to be graduated so that they could be appointed thereon?

3. And by now having your son/daughters graduating this year, Can we expect the complete recruitment by August this year as it is the peak time when university results are out?

4. What took the highest recruiting body to complete the recruitment this long?

5. Is this dilly-dallying tactics an excuse for no new vacancies arising? I don’t think so.

Having put it out all, though I’m not a candidate of it,  I expect that alike the earlier days of practicing and making us believe that “merit is to  Civil Services”, would be upheld from now on while recruiting.

Organic farming

Dear Editor

Organic farming has been catching interest across the globe and thus can be looked upon as a great economic benefit particularly for the low input agriculture system of developing and under developed nations. The economic opportunity associated with organic farming is due to the fact that it fetches higher prices in both national and international markets due to the natural growth process and system under which a crop is cultivated.

Complete removal of synthetic chemical fertilizers; as well applications of common agro-chemicals such as pesticides, insecticides, fungicide; synthetic hormones in the production/farming system is the major popular factor beyond the high demand for organic products across the globe. It has been found to be environmentally and ecologically less invasive and destructive compared to conventional agricultural practices and being completely free of synthetic chemicals good for consumption by animals and humans. Similarly, animals raised on organic farming system or organic products exclusively are also considered to be organic in nature and has been the basic idea behind the product claims such as organic beef, organic chicken, organic mutton , organic eggs, organic milk, organic fish  and similar other products that are heavily sought after in international markets and return higher economic returns for the farmers and producers. However, it is not quite easy in the beginning to establish certified organic farming and organic products and have been found to be quite expensive.

However, once fully established and running, it is considered to have higher economic returns than conventional agricultural practices.

India being a predominantly agronomic nation has been slowly venturing into the international organic market. Some major states have also invested heavily in developing and promoting organic agriculture including the North East. Sikkim has been the most successful state in terms of developing organic farming and organic agriculture in spite of some moderate challenges and should work as an important model for other smaller North Eastern states. Adjoining India, Nepal, Bhutan ad Myanmar have also started organic farming initiative with Bhutan being most successful in establishing organic farming practices within her boundaries.

Dear Editor,

Through your esteem daily, I want to thank all the contributors, donors and supporters of the 2nd Swarvajanik Siang Aarti Mahotsava who have whole heartedly extended their support.

Despite no funding and support from the officials and the state govt. we have made it to this extent.  The two days program has been a grand success wherein around one lakh twenty thousand visitors have arrived to witness the event. The khichdi, Prasad (ritualistic grants) has been the most astonishing cuisine of the event.    

We faced numerous problems and confro-ntations while organizing such events, but against all odds we stood firm because the main cause of the programme was for the people and the prosperity of the public, so that peace and communal harmony can blossom in the heart of this township and within everyone.

Therefore, the committee and the members of Swarvajanik Siang Aarti Mahotsava wholeheartedly thank all who gave their full cooperation to make the event a grand success.
